Assessment Council

Purpose
The University of St. Francis Assessment Council is responsible for the oversight and support of a process of continual self-evaluation and improvement across all academic and non-academic units of the University. The Council shall act in an advisory capacity to departments to assist them in conducting assessment activities. The Council shall annually review assessment documents submitted by departments and units. The Council shall provide an annual report documenting the strengths and weaknesses of the University’s overall assessment program.

Membership
Council Chairperson
The council chairperson shall be appointed by the Provost.

Membership
The Council shall be composed of a minimum of two members from each of the colleges selected by the Dean. At least one of the members selected from each College must be voting faculty of the Academic Assembly. The Director of Institutional Research shall be a member of the Council. Additional members may be added by the Provost.

Ex Officio Members
The Provost is an ex officio member. Deans are encouraged to participate.

Term of Membership
The normal term of service is two years. There is no limit on the number of terms a member may serve. Membership changes are made at the end of the spring term and only one member from each College may be changed per year.

Meetings
Regular Meetings
The Council will meet at least three times per semester.

Special Meetings
Special Meetings may be called by the chairperson as necessary.

Agenda
The agenda will be published at least three days prior to each meeting. Items for the agenda should be submitted to the chairperson at least five calendar days before the meeting.

Conduct of Meetings
Robert’s Rules of Order Revised shall govern the conduct of business in all cases to which they are applicable.

Quorum
A simple majority of the voting membership of the Council shall constitute a quorum.

Non-voting participation
Non-voting participation in business meetings for the purpose of reports and other discussions shall be allowed of other members of the University community upon recognition of the committee chairperson.

Amendments
Amendments to these bylaws shall require the approval of a simple majority of voting members of the committee.

Ratification
These bylaws shall become effective upon the approval of a simple majority of the voting members of the committee.
