English Language Proficiency for International Applicants

University of St. Francis recommends all undergraduate and graduate international applicants to submit a TOEFL, Pearson’s PTE, IELTS, SAT or ACT. If you do not submit a test score, or your scores are below the required proficiency level you will automatically be considered for conditional admission. If you have taken an English proficiency test (TOEFL, IELTS or Pearson’s PTE), scores can be submitted by emailing a scanned copy of the score report to intladmissions@stfrancis.edu. SAT or ACT scores must be officially submitted to University of St. Francis.

Students who are eligible for conditional admission are admitted to the Francis English Language for Academic Purposes program (ELAP) at University of St. Francis and must meet English proficiency requirements before being offered full admission to the university. Eligible students will receive an I-20 for English Language training and may receive an updated I-20 for academic study after receiving full admission.

If you receive conditional admission, you will be offered admission to University of St. Francis English Language for Academic Purposes program (ELAP). Any student admitted conditionally will take an English proficiency exam upon arrival at University of St. Francis. The English placement exam will determine how many ELAP courses you will need to take before beginning a full academic semester of standard classes.

Proof of English Proficiency

One of the following tests and minimum scores are required by University of St. Francis for direct admission:

  • SAT – 1030 | Writing 5
  • ACT – 20 | Writing 8 (87%)
  • GRE – Verbal 158, Writing 4.4
  • TOEFL – 79 Internet Based, 213 Computer Based,
    550 Paper Based
  • IELTS – 6.0 | Five (5) with one semester of credit bearing academic study at an accredited university
  • Pearson – PTE 54 – General Level 3
  • Cambridge – 169-175 | Cambridge General Certificate of Education (GCE) O level passing score in English International General Certificate of Secondary Education (IGCSE) English (not ESL) score of C or higher
  • iTEP – 3.7
  • EIKEN – Pre-1
  • Duolingo – Undergraduate 105, Graduate 115

Students that have completed a bachelor’s degree, master’s degree, or a minimum of two college semesters from an accredited U.S. institution, will be waived from the English proficiency requirement. Applicants may also be considered exempt from providing standardized exam scores (i.e., TOEFL, IELTS) if they have successfully completed the equivalent to a U.S. high school diploma or U.S. post-secondary degree from an accredited institution in one of the countries listed below. This list is determined at the sole discretion of University of St. Francis and is subject to change without prior notice. If your country is listed, then you do not need to submit language exams: Australia, New Zealand, Bahamas, Jamaica, Cayman Islands, Canada, Ireland, South Africa, United Kingdom, Ghana, Nigeria, Kenya. If your country is not listed, you can fulfill the English Proficiency requirement by submitting scores from one of the standardized exams listed above.

Completion of English Language Program

Students who have completed an English language program that is accredited through the Commission on English Language Program Accreditation (CEA), The Accrediting Council for Continuing Education and Training (ACCET) or EnglishUSA, will be exempt from providing further English proficiency and will qualify for undergraduate or graduate program application.

In all instances, the Admissions Committee reserves the right to request an interview to confirm English proficiency with the English Language for Academic Purposes (ELAP) program.
